New Publication: Interfaces and Synergies Between Nuclear ... - International Atomic Energy Agency

The International Atomic Energy Agency (IAEA) has released a joint report by its Advisory Group on Nuclear Security (AdSec) and the International Nuclear Safety Advisory Group (INSAG) on the interface between nuclear safety and nuclear security. The report examines the commonalities and differences between the two areas and aims to enhance their robustness and create greater synergy. It provides an updated framework on the interface and covers areas such as responsibility allocation, coordination, institutional strength, leadership, risk factors, computer security, and emergency response. The report emphasizes that the relationship between safety and security is ever-evolving and that measures must be implemented in a compatible manner. It also highlights the importance of a change in attitude, strengthened legislative systems, integrated culture among national institutions, and effective communication in achieving effective nuclear safety and security. The report targets national policy makers, regulatory authorities, operators, international organizations, and other stakeholders involved in the use of nuclear or radioactive materials. AdSec and INSAG are expert groups convened by the IAEA to provide advice and recommendations on nuclear security and nuclear and radiation safety, respectively.
